Owners Neil Sheehy and Paul Ostby have long careers as Certified NHLPA agents representing players who have achieved the highest levels in professional hockey. They have served as advocates for hockey greats through contract negotiation, marketing, and endorsements. Sheehy and Ostby have represented hockey players through legal dealings, such as salary and grievance arbitrations. They found the hockey greats they represent and other professional athletes need a financial advocate.
Paladin Capital was formed with Owner Jeff Foley, CFP® to offer professional hockey players and other professional athletes the financial guidance they need to manage their career like a business.

Neil Sheehy approaches player representation with the same energy and determination that had pushed him to the highest levels of professional hockey. Sheehy's storied hockey career took him from International Falls to Phillips Academy, Andover and then onto Harvard University where he played for the Crimson. A rugged defenseman, he featured prominently on the U.S. National Team (co-captain and MVP), Calgary Flames, and Washington Capitals.
When Sheehy decided to guide other players into pro hockey careers, he had gained the respect of NHL general managers and NHL hockey personnel, plus the expertise to advise players on what it takes to reach the top. Understanding the complex business situations inherent to collective bargaining and contract issues, Sheehy earned his J.D. from William Mitchell College of Law in 1997 and is licensed to practice law in Minnesota and Massachusetts. Baseball may be a sport, but it is also a business. Even if you can field a contending team, they need to play in front of a packed stadium.
Paul Ostby, a native of Elk River and inductee into its sports Hall of Fame, brings a well-rounded resume to Paladin Capital. An accomplished player, scout and coach, Ostby has a keen eye for talent and has built the relationships critical to building pathways for players. A walk-on as a freshman, Paul rose to become the University of Minnesota MVP in his senior year, earning him a trip to the National Sports Festival. He went on to tend goal for the U.S. National team.
His understanding of the game led him to coaching for the St. Paul Vulcans, University of Minnesota, Shattuck St. Marys, Apple Valley, Benilde St. Margaret, and state-wide goalie camps and clinics and to scouting for the Washington Capitals. Paul focuses on scouting and marketing endorsements and supports overall player representation.
As president of Paladin Capital, Jeff Foley is passionate about “financial health” and offers a holistic approach to wealth management.
Foley founded Paladin Capital in partnership with ICE Hockey Agency Owners Neil Sheehy and Paul Ostby to provide professional athletes with wealth coaching. Paladin Capital offers a Wealth Performance System that consists of a five-step planning process and incorporates the three hallmarks of the company – fiduciary, transparency, and technology.
Prior to founding Paladin Capital, Foley served in corporate America for 20 years, leading sales teams and constructing progressive product and marketing platforms to help financial services professionals build diverse and sustainable business practices. He built an impressive resume that illustrates his broad understanding of the financial services industry and is committed to sharing his wealth of experience with professional athletes across the country.
Foley began his career in the financial services industry in 1997. Jeff has attained his Series 7, 24, 6, 63, 66 and 53 registrations as well as the CLTC designation and a Masters of Science in Management from the American College (MSM). Foley has held Life and Health licenses in all 50 states, and he is a Certified Financial Planner™ (CFP®), which is a testament to his ethics and professional responsibility. CFP® professionals are held to the highest of standards, and Foley is obliged to put interests of his clients ahead of his own at all times and to provide his financial planning services as a “fiduciary”—acting in the best interest of his clients.
